Forum Leader

Jørn Uggerud is a lawyer with more than 30 years of experience advising Norwegian and international clients on major industrial and energy projects, including approximately 15 years focused on CCS/CCUS. Notably, he supported international companies in negotiations related to the transport and storage of liquefied CO₂ at the Northern Lights site at Smeaheia.

Since 2022, he has been responsible for providing legal support to Borg CO₂’s CCS project in Østfold, including potential capture facilities in Fredrikstad, Sarpsborg, and Halden, as well as interim storage at Borg Harbour (Øra) in Fredrikstad.

Jørn is also an active contributor to green transition clusters, where he provides legal guidance to member organisations.

A neutral expert forum providing guidance on CCUS regulation, policy frameworks, and support mechanisms.

The forum strengthens members’ understanding of regulatory frameworks and incentives, supporting informed decision-making and better coordination across the CCUS value chain.
