Position paper
Norway needs a solid framework for environmentally and resource-efficient capture, utilisation and storage of CO2 (CCUS) from industry and waste incineration.
The following documents contain the positions and recommendations from CCUS Norway to ensure further development of CCUS projects and investments in carbon capture, utilisation and storage in Norway.
CCUS Innovation's response to Enova's consultation on the proposed design and criteria for a competitive support scheme for carbon capture and storage (6 Aug 2026)
CCUS Innovation welcomes the government's proposal for a national support scheme for carbon capture and permanent storage, calling it essential to reaching Norwegian and European climate targets. The network also welcomes the parallel launch of incentives for CO2 receiving terminals, which strengthens the case for developing the full value chain together.
At the same time, CCUS Innovation recommends several adjustments to speed up scale-up of a competitive Norwegian CCUS industry: greater flexibility in value-chain and storage requirements so smaller emitters and new entrants can participate; an auction design and prequalification process that don't shut out smaller projects; stronger de-risking measures such as milestone payments and better handling of carbon-price risk; support for hub and cluster solutions; and an open door for new industries and emission points, including direct air capture.
Taken together, CCUS Innovation believes these changes would boost participation in the scheme, accelerate growth of the CCUS market, and deliver greater value from the public funds invested.
